The rule, in three lines

Four words and four different number rules. tout agrees and has four forms. chaque is always singular: chaque élève, never «chaque élèves». quelques and plusieurs are always plural. And tout before an adjective is an adverb, and then it does not agree.

The usual slip. Writing «chaque élèves». Chaque is singular without exception; the plural is tous les élèves.

Why it catches you out. English keeps every singular and all plural without thinking about it, so chaque comes easily. What your language does not have is gender: tout has four forms where you have one.
