La idea
There is y there are son la manera inglesa de decir que algo existe o está en un sitio, y la forma la decide lo que viene DETRÁS, no lo que hay delante.
Cuando quieres decir que algo existe, el inglés no empieza por el verbo: empieza por there. There is a park near my house. There are two cinemas in my town. Esa palabra there no significa «allí»: está ahí solo para ocupar el sitio del sujeto, que en inglés no puede quedarse vacío.
La elección entre is y are es mecánica: mira la palabra que viene justo después. Si es singular o algo que no se cuenta, is. Si es plural, are. There is a chair. There is milk in the fridge. There are three chairs.
Esto es lo que más cuesta desde el español, porque «hay» no cambia nunca de número: sirve igual para uno que para mil. Si tu idioma no te obliga a mirar el plural, tienes que mirarlo tú.
La negativa y la pregunta funcionan como en cualquier frase con to be. There isn't any bread. There aren't any eggs. Is there a bank near here? Are there any questions? Y se contesta corto: Yes, there is. No, there aren't.
Cuando enumeras varias cosas y la primera es singular, el inglés hablado usa is, porque manda lo que va inmediatamente detrás: There is a table and four chairs. Escrito con cuidado se prefiere reordenar o repetir el verbo, pero al hablar lo normal es lo primero.
Y para el pasado cambia solo el verbo, no la construcción: There was a school here. There were a lot of people at the concert.

Cómo suena
- There is a supermarket at the end of the street.Detrás hay a supermarket, singular: is.
- There are twenty students in my class.Students es plural, así que are. La cifra no cambia nada por sí sola: lo que manda es el plural.
- There isn't any sugar in my coffee.Sugar no se cuenta, así que va con is aunque hablemos de una cantidad.
- Are there any shops near the hotel?En la pregunta, are se pone delante de there. Y con plural en pregunta se usa any.
- There were a lot of people at the station.People es plural, así que en pasado le toca were.

Cuando no vale
Lo que rompe la regla, dicho. Esconderlo es lo que hace que te sientas engañado en el examen.
- Al enumerar, manda el primer elemento de la lista, no el total.There is a sofa, two chairs and a lamp in the living room.
- There is se contrae en there's, pero there are casi nunca se contrae por escrito.There's a message for you.
- No confundas este there con el there que sí significa «allí». Pueden aparecer los dos en la misma frase.There is a bank over there.
- Cuando lo que sigue es un nombre propio o algo ya conocido, el inglés no usa there is, sino el verbo normal.Ana is in the kitchen. (no «There is Ana in the kitchen»)
Lo que tu idioma te empuja a decir
Se dice mal There is three books on the table.
Se dice bien There are three books on the table.
«Hay» en español no cambia nunca: sirve igual para uno y para mil. Como tu idioma no te obliga a mirar el número, el plural se te escapa justo en el sitio donde el inglés sí lo marca. El truco es leer la frase al revés: mira primero el sustantivo, y solo después elige is o are.
