A ideia
There is e there are são a maneira inglesa de dizer que algo existe ou está num sítio, e a forma é decidida pelo que vem A SEGUIR, não pelo que está à frente.
Quando queres dizer que algo existe, o inglês não começa pelo verbo: começa por there. There is a park near my house. There are two cinemas in my town. Essa palavra there não significa «ali»: está lá só para ocupar o lugar do sujeito, que em inglês não pode ficar vazio.
A escolha entre is e are é mecânica: olha para a palavra que vem logo a seguir. Se for singular ou algo que não se conta, is. Se for plural, are. There is a chair. There is milk in the fridge. There are three chairs.
É isto que mais custa a partir do português, porque «há» nunca muda de número: serve igual para um e para mil. Se a tua língua não te obriga a olhar para o plural, tens de olhar tu.
A negativa e a pergunta funcionam como em qualquer frase com to be. There isn't any bread. There aren't any eggs. Is there a bank near here? Are there any questions? E responde-se curto: Yes, there is. No, there aren't.
Quando enumeras várias coisas e a primeira é singular, o inglês falado usa is, porque manda o que vem imediatamente a seguir: There is a table and four chairs. Escrito com cuidado prefere-se reordenar ou repetir o verbo, mas a falar o normal é o primeiro.
E para o passado muda só o verbo, não a construção: There was a school here. There were a lot of people at the concert.

- There is a supermarket at the end of the street.A seguir há a supermarket, singular: is.
- There are twenty students in my class.Students é plural, logo are. O número não muda nada por si só: o que manda é o plural.
- There isn't any sugar in my coffee.Sugar não se conta, portanto vai com is mesmo que se fale de uma quantidade.
- Are there any shops near the hotel?Na pergunta, are põe-se à frente de there. E com plural na pergunta usa-se any.
- There were a lot of people at the station.People é plural, portanto no passado leva were.

Quando não vale
O que quebra a regra, dito. Escondê-lo é o que faz com que te sintas enganado no exame.
- Ao enumerar, manda o primeiro elemento da lista, não o total.There is a sofa, two chairs and a lamp in the living room.
- There is contrai-se em there's, mas there are quase nunca se contrai por escrito.There's a message for you.
- Não confundas este there com o there que significa «ali». Podem aparecer os dois na mesma frase.There is a bank over there.
- Quando o que se segue é um nome próprio ou algo já conhecido, o inglês não usa there is, mas o verbo normal.Ana is in the kitchen. (no «There is Ana in the kitchen»)
O que a tua língua te empurra a dizer
Diz-se mal There have a problem with the car.
Diz-se bem There is a problem with the car.
Aqui juntam-se dois hábitos do português. O primeiro é «há», que é invariável e apaga o plural. O segundo é o «tem» da fala («tem muita gente»), que empurra para have: em inglês a existência nunca se diz com have. E, tal como em «há», o número tens de o vigiar tu.
